OWE

OWE is the acronym of a Dutch grant scheme to stimulate investments in electrolysers for the production of RFNBO hydrogen. A new application round is expected in the summer of 2024. The announced changes are included in the description below.

Objective

The OWE grant scheme is meant for companies in the Netherlands that are planning to invest in the realization and use of a hydrogen production plant for the production of fully renewable hydrogen (i.e. with electricity from sun or wind). For this, you use an electrolyser with a minimum capacity of 0.5 MW.

In 2024, the official name has changed to ‘Subsidieregeling grootschalige productie volledig hernieuwbare waterstof via elektrolyse‘ (which translates as: Grant scheme for large-scale production of fully renewable hydrogen via electrolysis). However, the name OWE will remain in use to refer to the grant scheme.

Grants and budget

The OWE grant covers part of the investments in the electrolysis plant itself, and part of the operating costs after the realization of the production plant. The grant percentage has been increased to 80%.

The available grant budget totals over 998 million Euros.

The scheme will operate according to the tender principle: only the projects that are best assessed and ranked will receive a grant. How does this work? The lower the requested grant amount per megawatt of electrical input power of the electrolyser to be realized, the higher the chance of obtaining a grant.

Details

The OWE grant scheme will be open in the summer 2024. The realization phase will be 5 years. This was previously set at 4 years, so you now have more time to build your installation.
